Why is my pressure so high new pump and filter?

I purchased a hayward de filter ec65a and anew 1 hp pump. My pressure rises from 10psi to 20psi in as little as ten minuets. I have cleaned baskets and rebump each time it raised pressure. The filter says no backwash necessary but i did it anyway with no help.
