Please advice me regarding this fraud?

I have known this man from internet forum and trust him because my friend introduce to me.I want to buy 2 pieces of Arowana fish anda ask him to post to Sarawak.First, he ask me to place RM900 deposit money.I transfer the money using Maybank2u and print the receipt.After about 1 month he said that he cannot send it to Sarawak because there's problem with the farm CITIES(Convention on International Trade in Endangered Species).So, i decide to cancel the order and ask for refund.He agree to refund but until today he never refund back my money.I have tried to contact him but no reply, its like he want to avoid me.My question is, is there any legal action can be taken against him?
