Can anyone help me with compost?

I started a compost bin ( it's in a bucket) , but recently It has started to smell horrible. Is it time to start anew, or is this how it should be? If it is the way it should be, what do I have to do to get rid of the smell. It's pretty moist --as it should be-- and it was started about 3 weeks ago. Can anyone help me?
